Asslamoalaykum,
This world created by Khudatala causes us recollected
off and on that there should be certain rules and regulations,
principles or prescribed ways for the organization. Human
being has accepted this fact very humbly. Because the way leading
towards the fineness, advantage, beneficence and
gentlemanliness only should be accepted. Therefore, the way depicted
through the institutes is given the name of constitution. The
constitution considers the individual to have bound with his
institute, cast or community. Therefore the people administer the oath
to be loyal to the constitution.
Chhipa Samast Jamat Committee for the mass interest
of entire Jamat, has framed the social statutes by the approval
and unanimous consent of overall Jamat through the elected
representatives .Therefore all the well wishers of the community
follow the implementation of these statutes considering the
same as their own moral and social duty which may be said as
a welcoming and admiring fact. A drop of water individually
does not have an importance. But when it mingles with ocean its
power and existence become huge and extensive which you know.
All of you know also that present era is the time of
very much difficult test for us. If we would not know the time
we would be defamed and may khuda not do that we may fall
in the worst situation. It is sure that if we will not preserve
the time, power and own art, the time to come will not preserve us.
In this booklet , the rules of kindness for us and the
esteem paths being very much practical, easy ,keeping the
brother hood of Chhipa intact, avoiding the unnecessary expense,
showing unity and the feeling having the equality are shown.
It is expected that, all the brothers and sisters administering
the oath with true feeling in the heart to follow the statutes
of Jamat will comply with the same and attempt to cause others
to be complied with the same.
Namaz is compulsory for all the momins. However, if
any person looking benamazi says that he does not perform
namaz then why I. If any body looking to a person committing
the breach of statutes of Chhipa Samast Jamat Committee says
that, he does not respect to the statute of Chhipa Samast Jamat
Committee then why I alone should give respect to it. So any
prudent and well wisher of Chhipa Samast Jamat will say this
argument as baseless and impractical and irresponsible
argument and will not cooperate to that person making such
argument and even it should not be given.
To give respect to the statute of Chhipa Samast Jamat
Committee is equivalent to give respect to Chhipa Samast
Jamat Committee. Any person may not commit the
madness such as to insult himself while in sound state of mind and
without being intoxicated state .
Let us be obligatory to Allah that till this very day,
the number of those giving respect to the statute of Chhipa
Samast Jamat and complying with the same has remained very
satisfactory. They have maintained the greatness of statute of
Chhipa Samast Jamat with civility. One cannot live without taking
note thereof. Therefore all those persons are entitled for the
congratulations of Chhipa Samast Jamat Committee. Therefore we
produce the felicitation to all. However, hereafter if any body
will attempt to be saved from quite new, expensive , unnecessary
or anti Islamic customs and will attempt to save other then,
his gentlemanliness shall be considered as a very big service to
the Chhipa Samast Jamat.
In the end, it is prayed that may Allah endow the
power, understanding and strength to remain loyal to the statutes
of Chhipa Samast Jamat Committee and Islamic

STATUTES OF ENGAGEMENT
1 On the occasion of engagement taking the bridegroom,
reaching to the house of bride, giving salami of RS.
51/ - or RS. 101/- by a reverent, the engagement will be
confirmed. No body else shall give the salami.
2 At the time of engagement going with the close relatives
the custom of engagement shall be completed with much
simplicity.
3 The cast dinner is prohibited.
4 On the occasion of engagement while going to the place of
bride , the mischief, shouting, spraying and cracking are
restricted.
5 On the occasion of engagement maximum four pairs of cloths
can be given to bride. RS.101/- can be given instead of
bangles.
6 On the occasion of engagement, the females of close
relatives may go to see both the parties and one reverent
may give salami up to RS 101.He shall not give any other
salami. To give khol (sweet box) or ornaments is prohibited.
7 The persons coming out of station to Ahmedabad shall
have to implement the customs of Ahmedabad.
8 After the occasion of engagement to give khol(sweet box)is
restricted.
9 On completion of engagement gifts can not be sent at
any occasion. The gifts shall not be sent on the occasion of
iftiyari or birthday.
10 The females shall have to accomplish the occasion of
engagement at 12 hours under any circumstances.
STATUTES OF MARRIAGE
1 At the time of sending the plate of marriage, two kilo
grams jaggery and a coconut can be sent with mid
wife. The persons of boy may give RS. 51 to 101/-
mid wife.
2 The custom of garlanding is prohibited.
3 Two marriage songs can be held on the occasion of
marriage. One at the time of betrothal and next at the
previous night of marriage. The dancing, music, playing drum etc
any program is entirely prohibited.
4 At the time of Nikah, RS 101/- to RS 501/- can be given
to bride instead of two pairs of cloths and bangles
.However the simplicity is an excellent path.
5 At the time of marriage there is restriction against band,
marriage procession or any other new custom out of
Chhipa Samast Jamat Committee.
6 At the time of marriage, garlanding the bride groom all
should go by walking with simplicity. There is strict
restriction against any kind of band, and procession as well as
there is strict restriction against cracking , spraying,
throwing money. The barart shall be taken without disturbance
with simplicity.
7 It is desirable if nikah is held at night and entire procedure
pertaining to nikah should be completed up to 12.30 am. If
nikah is held in morning, the nikah should be completed
up to 12.30 pm. If there is delay and molana would refuse to
get the nikah performed, the persons of bridegroom shall
be responsible for the same.
8 There is strict restriction of dining to jaan. On the
occasion of marriage, after completion of nikah, nukati or
kharek can be distributed.11 persons and 11 females can go
with bridegroom to see the relatives. The custom to hide the
shoes should be between sister in law and banevi
(sister's husband).The interference by friends is restricted. In the
custom of concealing the shoes the banevi can give RS 101
to 1001 to sister in law. There is restriction to take away
the khol (sweet box) in this custom.
9 There is restriction of caste dinner on the previous night
of marriage. Only the close relatives and friends can be invited
for dinner.
10 At the time of marriage the caste dinner can be organized
as per own capacity. There is restriction to go for calling after
closing the hearths. Performance of marriage by simplicity
is desirable.
11 If there is marriage occasion at the sister's house then the
parental persons may go with relatives and can give the
cloths. It is very much necessary to do by simplicity in this custom.
12 At the time of pahermani (presents given by bride's father
to bridegroom and his relatives) in marriage the bride
party may give only turban and pair of cloths to son in law,
father in law, grand father in law. Only one bas ( pair of cloths)
can be given to mother in law and grand mother in law.
13 In the dowry in marriage the cot, mattress quilt can be
given. In the vessels, the bucket or water pot, trough, jug,
large plate, plate can be given. Except this no other articles
especially an electronic item can be given. The midwife
bringing the luggage may be given RS 101/-
14 The fine arrangement has been made for performance of
nikah by Chhipa Samast Jamat Committee. Reaching to
the office of Chhipa Samast Jamat Committee within eight
days of marriage, filling up the form of nikah, RS 201 shall
be paid for bridegroom and bride separately. At the same
time if any lago of Jamat (tax of Jamat) is due, then the it
should also be paid. Thereafter molana saheb shall remain
present at the house of bridegroom for nikah. Molana sahebs of
total 10 mosques have been fixed for the performance of nikah.
(1)Rani Masjid(2) Do Masjid (3)MadrasaMasjid
(4) Patharwali Masjid (5) Bibiji Masjid (6) Navi Masjid (7)
Nagina Masjid (8) Sundrigar's Masjid (9) Chhipa society's
Masjid (10) Chhoti Masjid.
The nikah shall not be performed through any other
molana except the molanas of aforesaid mosques. This
molana shall perform the nikah of that person who has
made the marriage registration in the office of Chhipa
Samast Jamat Committee. Except that, the nikah shall
not be performed in the marriage register of Chhipa
Samast Jamat Committee.
15 The maher less than RS 1001/- shall not be decided at
the time of marriage occasion. To keep the maher due is
not proper. To pay the amount of maher to bride is beneficial.
16 On completion of marriage at the time of giving sik( pair of
cloths) to females, a pair of cloths can be given to own
sister and daughter.
17 The cloths of bride can be given as per the law of
Chhipa Samast Jamat Committee at the previous night of
marriage. But this custom should be finished up to 12-30.
18 The son in law can be called for eating on the first
festival occasion after the marriage. But son in law shall not
bring khol (sweet box).
19 There is strict prohibition against committing the
mischief, to beat each other, to make the noises, to play the whistles,
to crack the crackers, to spray on the road at the time
of going to perform nikah. The respectable usage should
be made with molana saheb, gavah and vakil and they
should be given the place for seating.
20 After the performance of nikah, the custom of arti at the
time of bringing the bride to in laws house is anti
Islamic. Therefore it is very much necessary to stop this
custom. Henceforth this custom is restricted.
21 The custom of pulling the nose is stopped. Only salami
can be given.
22 It is the duty of all the persons to implement the statues made by
Chhipa Samast Jamat Committee. The stern actions shall be taken against the
person violating the statutes of Chhipa Samast Jamat Committee.
STATUTES OF ANA
1 There is strict prohibition to arrange the caste dinner.
2 The parents of bride may give as per their capacity.
Except parents no others shall give the cloths or ornaments.
3 At the time of custom of showing the cloths in ana, one
pair of cloths can be given to mother in law and grand mother
in law. Except this no body else shall give the cloths.
4 The parents may give to their daughter and her child as per
their capacity after Ramzan and delivery. Other relatives shall
not give cloths or ornaments.
5 RS 51/- to RS 101/- can be given to mid wife putting the
luggage at the time of ana.
STATUTES OF MAIYAT AND CHAHELLUM
1 The practice of closing the hearths at the time of tenth
and fortieth is cancelled.
2 Kuran khwani should be held in jiyarat of ladies.
3 At the time of jiyarat of ladies the time should be
maintained. It is necessary that the time more than one
hour should not be passed.
4 A mother sisters of Chhipa Samast Jamat reading,
should be called for reading in ziyarat.
STATUTES OF HAJJ
1 Whenever any person goes to Hajje Baitullah he shall
have to accept the flowers of his family members and that
of Chhipa Samast Jamat Committee. There is restriction to
accept the flowers or money from any other relatives or
friends. While returning from Hajj only family members shall
garland. No other shall garland.
2 Before starting for Hajje Baitullah, it is compulsory to
deposit RS 201 per Haji, as the nazarana being Haj lago
(Hajj tax) in the office of Chhipa Samast Jamat Committee.
3 While returning from Hajje Baitullah, the custom of
cloths to relatives and by friends is entirely closed. The cloths
by only parents or brother, bhabhi can be worn. If daughter and
son in law have gone to perform the Hajj, the parents
or brother can give the cloths. Other relatives or friends
shall not give the clothes. It is proper if the family members go
to airport and railway station.
4 If the date of departure for Hajje Baitullah is confirmed
the same shall be informed to the office of Chhipa Samast
Jamat Committee, so that the garlanding can be organized to
each Haji on behalf of Chhipa Samast Jamat Committee.
VARIOUS STATUTES
1 After the birth of a child, one odhana can be given to
mid wife from paternal and maternal . No other relatives
shall give the same.
2 No kind of quarrels shall be done during the period
decided by the party of bride and bridegroom. Both should be
adult. During the period if any party out of both the parties,
will quarrel then he will be held guilty of Chhipa Samast
Jamat Committee .
3 Any person violating the statues of Chhipa Samast
Jamat Committee ,making change therein as per his choice,
and helping in such acts shall be held guilty of Chhipa
Samast Jamat Committee .
4 Each person of Chhipa Samast Jamat Committee may
strictly comply with the statute made by Chhipa Samast Jamat
Committee .If he violates the statute first of all the members
and the persons of the street may explain.However if he
does not agree then, the Chhipa Samast Jamat Committee
shall be informed in writing. Any person of the street may
make this complaint.
5 It is necessary that the applicant making application to
the Chhipa Samast Jamat Committee shall write the
name address surname clearly and with scrutiny . The
application bearing no name shall not be attended.
6 A person committing misconduct or uttering
unbecoming words in the Chhipa Samast Jamat Committee or in
the general meeting of Chhipa Samast Jamat Committee
shall be held guilty of Chhipa Samast Jamat Committee.
Such words shall not be uttered against the Chhipa Samast
Jamat Committee or any body.
7 A person called by writing a card by the Chhipa
Samast Jamat Committee regarding the complaint received
by Chhipa Samast Jamat Committee shall have to
remain present on the date stated by the Chhipa Samast Jamat
Committee. If he can not remain present for what ever
reason then he shall have to inform in writing to the
secretary. Failing which the Chhipa Samast Jamat Committee
may give exparte award. It shall have to be agreed by all.
8 All these laws statutes have been approved printed and
published by the Chhipa Samast Jamat Committee. It is
the sacred duty of all to comply with the same. The
Chhipa Samast Jamat Committee shall take lawful actions
against the person not complying wit the same.

1 The society in which there is no unity , social customs
of which, are based upon the false pretension and
unnecessary expenses , remains on top towards the ruin.
2 A society in which there is no discipline and no arrangement,
is being defamed in the world.
3 It is necessary to live with jamat bandi and unity .There
is kindness of we all.
4 Each person of Chhipa Samast Jamat Committee should
live with unity and control in each tasks of Chhipa
Samast Jamat Committee and to lead the Chhipa Samast
Jamat Committee on the path of progress.
5 Afraid of Allah. Do not try to make internal dissension.
Do not make false comment of any body. There is kindness
of we all and that of society in this only.
6 A person stopping the false customs and the acts against
the statutes of Chhipa Samast Jamat Committee is mujahid.
7 To do the unnecessary expenses in the customs of
society and to pretend is said as the israf and person doing israf is
a brother of devil. (Kurane pak).
8 It is necessary to implement the statutes of Chhipa
Samast Jamat Committee to make the Chhipa Samast
Jamat Committee strong and to make it religious .
9 Attempt for the progress of Chhipa Samast
Jamat Committee.Make the Chhipa Samast Jamat Committee
in form of the court. Bring the small big incidents before
the Chhipa Samast Jamat Committee for the decision
before approaching to the court. Consider with respect the award
delivered by the Chhipa Samast Jamat Committee . If
this will happen, then only the society would become
equivalent to paradise.
FACILITES OF CHHIPA SAMAST JAMAT COMMITTEE
1 It is our moral duty to comply with statutes made by
Chhipa Samast Jamat Committee .
2 It is unavoidable to keep the card of jamat laga (tax of
Jamat) for any work of office of Chhipa Samast Jamat Committee
.
3 Every year the students of standard fifth up to college
are being given the books as well as the notebooks at the
concessive rate. The forms regarding the same are being
distributed after the result of annual examinations. Every
member of Chhipa Samast Jamat Committee should take note thereof.
4 The training of sewing is being to ladies at very little fee
by the Chhipa Jamat Charitable trust.
5 The night tuition classes from standard
8th up to standard 12th (commerce) are being conducted. There is separate
arrangement of bench of ladies.
6 The computer classes and kids computer classes for
children are being conducted by Chhipa Charitable Trust.
7 The dispensary is being conducted at the concessive rate
at Nadiyawad and the pathology laboratory is being
conducted for 24 hours.
8 It is compulsory to get the marriage registered at the
office of Chhipa Samast Jamat Committee on the occasion of
marriage at your home.
9 At the time of birth of child, immediately the name of child
be registered in the card of jmat laga (tax of Jamat).
10 Paying in time the jamat laga (tax of Jamat) being
colleted by the Chhipa Samast Jamat Committee make jamat
capable.
11 The jamat laga (tax ofjamat) shall be given in time to
the employee having been appointed by the Chhipa Samast
Jamat Committee and obtain certainly the receipt regarding
having paid the jamat laga (tax of Jamat).
12 For the disposal of family quarrels, apply in the office
of Chhipa Samast Jamat Committee and make the
Chhipa Samast Jamat Committee a mediator and get the
proper solution.
13 In the event of death at your home, for making halo(to
declare the news of death) in Chhipa Samast Jamat
Committee, contact the person making halo, who remains
present in the office of Chhipa Samast Jamat Committee situate
at NaviMasjid for making halo.
14 Do not insist for the proper places for funeral place in
the grave yard.
15 There is restriction against making the pakki tomb in
the grave yard of Chhipa Samast Jamat Committee Hence
do not make pakki tomb.
16 As the registration of death is being made through the
Chhipa Samast Jamat Committee in the Municipal Corporation
, the name age of deceased should be filled up properly.
17 Contact during the office hours for the works pertaining
to jamat.
